OBJECTIVES OF THE PROJECT AND ASSIGNMENT

Under the Grand Challenges project funded by the Bill and Melinda Gates Foundation (BMGF), Speak Up Africa seeks to promote the inclusion of diverse women’s voices in health research and development (R&D) in Africa. The project involves developing indicators to track inclusivity, improve accountability, and guide effective investments in women’s health R&D.

A key component of this initiative is a comprehensive baseline assessment in Senegal, which will provide insights to support the development of a multi-country comparative framework, alongside Kenya and Nigeria. This will, then, enable the development of country-specific indicators and a regional scorecard to support strategic investments and enhance advocacy efforts.

More specifically, the consultant will:

  • Conduct a baseline assessment by mapping existing policies and programs that promote women’s inclusion in health R&D in Senegal. The consultant will identify key gaps, challenges, and opportunities for advancing gender equity in health R&D. To achieve this, the consultant will engage key stakeholders, including government representatives, research/academic institutions, and other partners to gather qualitative and quantitative data. This process will ensure a comprehensive understanding of the current landscape and inform actionable strategies to enhance women’s inclusion.
  • Develop country-specific indicators for Senegal that reflect the unique challenges, opportunities, and priorities identified in Senegal’s health R&D landscape. These indicators will serve as measurable benchmarks for tracking progress in promoting gender equity, supporting accountability, and informing targeted investments in women’s health R&D within the country.
  • Contribute to the development of a regional scorecard by collaborating with Speak Up Africa and partners in Kenya and Nigeria to integrate Senegal-specific insights and data into the regional scorecard. This scorecard will consolidate key indicators from all three countries, therefore offering a scalable and adaptable tool for funders and policymakers to track women’s inclusion in health R&D in Africa.

DELIVERABLES

The contract is anticipated to be executed over a period of six (6) months with the following deliverables:

  • Kick-off report outlining the adopted methodology, data collection tools, and work plan
  • Baseline Assessment including key findings, challenges, opportunities, and recommendations
  • Country-specific indicator framework for stakeholder review and validation
  • Final country-specific indicator framework incorporating stakeholders’ feedback
  • Contribution to the regional scorecard with Senegal-specific data and recommendations integrated

PROFILE OF THE CONSULTANT

  • At least 7 years of experience in gender studies, public health/health R&D, or related fields in Senegal or Africa
  • Proven expertise in conducting baseline assessments, including both qualitative and quantitative data collection and analysis
  • Strong understanding of gender equity and health systems in Senegal or similar contexts
  • Excellent analytical, writing, and communication skills in French and English
  • Experience engaging with diverse stakeholders, including policymakers, community members, and researchers
