Ethical Considerations

The consultant must ensure adherence to ethical standards, including obtaining informed consent from all participants and safeguarding their privacy and dignity throughout the process.

BACKGROUND

Climate change is profoundly affecting public health, with malaria being a critical issue in regions already vulnerable to health inequities. The intersection of climate justice, health, and gender highlights the disproportionate burden borne by women and girls, especially in countries like Côte d’Ivoire, Senegal, and Burkina Faso. These three countries are also active under the « Voix Essentielles » initiative, which amplifies the voices of women and community leaders in addressing health and development challenges.

As part of the advocacy efforts leading to the Global Fund Replenishment in late 2025 and the launch of the Climate and Health Catalytic Fund by the Global Fund, Gates Foundation and Fondation S, there is a need for compelling, evidence-based case studies that highlight the real-life implications of climate change, malaria, and gender inequities. These case studies will serve as advocacy tools, emphasizing the urgency of increased investment in health systems and community resilience.

These case studies will also inform Speak Up Africa and APCASO in applying for funds to design and implement country-owned and locally led solutions to protect women and girls health from the escalating impacts of climate change, especially in the fight against malaria, tuberculosis and HIV/Aids.

OBJECTIVE OF THE CONSULTANCY

The primary objective of this consultancy is to develop three in-depth case studies, one each from Côte d’Ivoire, Senegal, and Burkina Faso, that:

  1. Illustrate the intersection of climate justice, malaria, and gender equity.
  2. Highlight stories and data from the « Voix EssentiELLES » initiative.
  3. Provide actionable recommendations for policymakers and stakeholders.
  4. Serve as effective advocacy tools for the Global Fund Replenishment campaign in 2025.

SCOPE OF WORK

The consultant will undertake the following tasks:

Research and Desk Review

  • Conduct a comprehensive literature review on climate change, malaria, gender, and health in the three countries.
  • Review reports and materials from the « Voix EssentiELLES » initiative and other relevant projects.

Stakeholder Engagement

  • Identify and engage key stakeholders, including community leaders, women’s groups, health professionals, and policymakers in each country.
  • Facilitate interviews and focus group discussions with stakeholders to gather qualitative data and personal stories.

Case Study Development

  • Produce three detailed case studies, one for each country, including:
    • An overview of the climate justice, malaria, and gender context.
    • Data and evidence on the impacts of these intersections.
    • Stories from the « Voix EssentiELLES » initiative highlighting community resilience and advocacy.
    • Key policy and programmatic recommendations.

Validation and Finalization

  • Present draft case studies to Speak Up Africa’s team for validation and feedback.
  • Incorporate feedback and finalize the case studies.

Advocacy Materials

Develop concise advocacy briefs based on the case studies for use in high-level meetings and events.

DELIVERABLES

The consultant is expected to deliver:

  • An inception report detailing the methodology, work plan, and timeline.
  • A literature review report summarizing the key themes and gaps.
  • Three validated and finalized case studies (one per country).
  • Advocacy briefs based on the case studies.
  • A final consultancy report summarizing the process, findings, and recommendations.

REQUIRED QUALIFICATIONS AND EXPERIENCE

  • Advanced degree in public health, social sciences, climate studies, or a related field.
  • At least 7 years of experience in research, policy analysis, or advocacy related to health, gender, and climate change.
  • Demonstrated experience in conducting field-based research and developing case studies.
  • Knowledge of the health systems and socio-political contexts of Côte d’Ivoire, Senegal, and Burkina Faso.
  • Excellent writing and communication skills in English and French.
  • Familiarity with the Global Fund’s work and the « Voix EssentiELLES » initiative is an asset.

REPORTING AND SUPERVISION

The consultant will report to Maelle Ba, Communications and External Affairs Advisor.

TIMELINE

  • Inception report: February 30
  • Draft case studies:
  • 1st case study: March 20
  • 2nd case study: April 10
  • 3rd case study: May 1st
  • Finalized case studies and advocacy briefs: May 10, 2025
  • Final report: May 15, 2025

BUDGET

The consultant will provide a detailed budget proposal, including professional fees and other related costs.
